Mr. Richardson, a professional logistician, military officer, manager and educator, is a systems-oriented generalist with a variety of experiences and skills to share with clients, students, faculty and other colleagues based on over 40 years of university-level education and work experience including teaching for six universities over 37 years.
Logistics, Aviation, and Project Management:
Eleven years as Logistics Staff Officer, US Air Force. Planned and executed coalition logistics programs respecting the military and civil interests of the seven nations of Allied Command Europe's Central Region. Mr. Richardson coordinated Army and Air Force issues relating to planning wartime logistics support, including equipment and material resupply (by air, road, rail and water) and maintenance, transport, engineering, fuels and medical support.
Concluded four years of sensitive negotiations with seven independent agencies to gain the agreed sharing of millions of dollars of resources in a cooperative effort.
Worked and trained for three years in wholesale logistics (material management, maintenance, distribution, transportation, procurement and civilian personnel management) at an aviation depot.
Lead a team that combined fragmentary technical data then designed contract-repair shop for 2000 new electronic components for multi-million dollar airborne command post. On time and under budget.
As Director of Logistics Planning managed highly skilled, independent workers in diverse, high technology organizations, controlling hundreds of millions of dollars of dispersed equipment and people.
Managed the deployment and movement planning for a mobile Tactical Air Control Wing, serving also as a Transportation Officer for some 2000 vehicles for nearly half a year. For five months served also as air logistics planner in a major four-service field exercise control group.
Lead a project that slashed 20% (500 tons) off air cargo requirements of a mobile telecommunications, information systems and aviation subordinate units.
Commended for service as USAF Escort Officer for the Minister of National Defense and Chairman of the Joints Chiefs of Staff, Republic of Korea, and their party, on a tour of U.S. industrial and military installations during two weeks of June, 1972.
Information and Project Management:
Created from five independent sources a unified basis for a $1.9 million contract to develop a new N.A.T.O. logistics information system.
Used a thorough management audit to avoid arbitrary personnel cuts of 27% (23 people).
Alerted decision-makers to ruinous 55% purchase-order delinquency rate at aviation supply depot vs. officially reported 1.5% rate. Convinced managers to reexamine key figures of merit and deal with over 1,400 orders worth $800,000 that were 70-days late. (This was the result of an independent research project which he designed and implemented.)
Four years as Human Resources Intelligence Officer, US Air Force. Conducted various bilateral intelligence projects with both Republic of Korea and Republic of Vietnam Air Forces, including repeated cycles of planning, implementation and assessment. Foreign languages used, especially Korean. Unit supply and transportation officer for two years (part-time).
Rescued unique but stalled information system project as time was running out. Overcame forecast 6-months delay to launch in 6 weeks.
In addition to years of internal technical and managerial consultant work, supervised university students' external consultancies in industrial technology to public and private firms (e.g., automation of a preventive maintenance monitoring program for electro-medical equipment at a National Health Service hospital and selection of hardware and software for a specialty welding firm's client and product records).
Orchestrated numerous multi-day meetings including a two day symposium on a controversial performance measurement system and an international computer fair.
Education Management
Over a year and a half as Base Faculty Advisor (RAF Alconbury), Industrial Technology, Military Programs, Southern Illinois University (Carbondale). Managed delivery of upper division B.S. degree program, advising students, overseeing administration, certifying adjunct faculty, coordinating with other universities and the Base Education Office with the assistance of a full time field representative.
Three years as Assistant Professor of Aerospace Studies (US Air Force and Univ. of Arizona). Designed and managed academic, counseling and leadership programs and practical training experiences as part of an AFROTC detachment. Administration and In-Service Education and Training Officer, Local Test Control and Administrator for a national, standardized testing program.
Business Management:
As Senior Consultant, Euro Business Assistance plc, provided general consultancy and cost reduction analysis services specifically to the small and medium sized business in the UK.
Over one year as computer hardware and software Sales Agent., AMEXTRA UK. As the latest in a long career of cost-saving efforts, managed two computer retail outlets as one system, saving over $800 a month (over 40%) overhead. Also managed sales to government and civilian contractor sectors.
As Group Treasurer of an International Boy Scout Group, maintained computerized accounts and assisted in Scout Fayres. Later managed the advancement and awards program for an American Boy Scout Troop.
For five years, retail clerk and stand-in manager of rural general store - part-time during school year, full-time during summers and school breaks.
Teaching:
Collegiate Associate Professor with University of Maryland in Europe (University College) teaching computer studies, information systems, business, management, and government. Courses include E-commerce Management, Customer Service Management, Managing Teams, Decision Support & Expert Systems, and Computer Applications in Management. Information Systems Management and Database courses are at both the graduate and undergraduate level.
Ten years as Adjunct Instructor (part-time) in Business, Management and Mathematics with University of Maryland in Europe: Courses include Strategic Management, Challenge for the Future, Intro. to Small Business Management, Total Quality Management, Managerial Leadership, Marketing Principles and Organization, Promotion Management, International Business Management, Human Resource Management, Principles of Supervision, Management and Organization Theory, Conflict Resolution, Intro. to Business and Management, Principles of Accounting I, Bookkeeping, Transitional Mathematics and Concepts of Modern Algebra.
Over four years as Adjunct Instructor III (part-time) at RAF Upper Heyford, RAF Lakenheath and RAF Mildenhall with ERAU-CCE. Have taught both graduate and undergraduate levels in aviation technology and management.
Two and a half years as tutor/counsellor and tutor (part-time), Technology Systems Department, The Open University, Milton Keynes, UK. Courses have been Technology Foundation Course and Managing in Organizations (a transition course for technicians and engineers).
Two years (full- and part-time) as Visiting Assistant Professor, Industrial Technology Military Programs with Southern Illinois University, Carbondale, Illinois. Courses included Statistical Quality Control, Materials Handling and Plant Layout, Applied Calculus, First-Line Supervision, Intro. to Computers (hardware and software), Technical Sketching and Technology Projects.
Six months of occasional substitute teaching, DoDDS High and Middle Schools, RAF Croughton, UK, in mathematics, sciences and technology.
Two years (part-time) as Adjunct Instructor with Oklahoma State University (Tinker AFB, OK) with the undergraduate business and graduate political science faculties. Courses included Logistics, Regional Politics, Marketing and Finance. (Mr. Richardson started a new Repair Service Business Management course desired by students.)
Two years (part-time) as Adjunct Instructor with Park College, Parkville MO (at Bergstrom AFB, TX) with the undergraduate business faculty. Courses included Business Policy and Marketing.
Three years (full-time) as Assistant Professor with Univ. of Arizona, Dept. of Aerospace Studies. Courses included U.S. Air Force History and Organization, U.S. National Defense Policy and Leadership. Developed an resource management simulation exercise for the National Defense Policy course and added an military history segment to the USAF History course.
Military Manager:
Successfully served in Asia, the U.S., and Europe from field detachment to multinational headquarters in support and operational roles over 20 years, retiring with the rank of Lieutenant Colonel.
Conference Organizer
Organized and conducted one day International Computer Fayre for community and supervised expansion of club services for local community and members without their own personal computer equipment.

I have completed the equivalent of over three years full time university study in the social sciences at the undergraduate level plus over a year of graduate level political science and two years of business and public administration, one and a half years in Mathematics, over one and a half years in the physical sciences (principally engineering), and one year of education courses. I have continued to study, seek out challenges and attempt to master them.
Technical training includes courses in intelligence collection, logistics, provisioning, material management, inventory management, provisioning, procurement, contract law and administration, aircraft maintenance management, first-line supervision, Kepnor-Tregoe decision-making processes, and depot supply computer systems.

Unpublished works:
Most recently, Mr. Richardson prepared a lecture on systems thinking and practice for the Eastern Region of the British Deming Association which was repeated by popular request. He also presented a session on "Critical Aspects of Psychology in the Workplace". In 1997, Mr. Richardson moderated a well-received panel discussion for the UM Business, Management, & Economics faculty on "Teaching (Learning) Business using the Internet".
Earlier, Mr. Richardson compiled an annotated bibliography on Public Administration in Pakistan early in his graduate studies.
Later he performed a content analysis of various periodicals and gathered data from numerous sources for a longitudinal factor analysis of Sino-US-Pakistani foreign relations in the late 1950s and early 1960s. This major research project spawned other efforts in the department and was reportedly one of the first applications of a factor analysis over time to international relations.
As a part of his MBA program, he participated in two major research projects. The first was an analysis of the potential market for a specialist aerial photography business in Tucson, Arizona, USA. The second was an analysis of the current and proposed roles of multinational corporations in international marketing and as partners in economic development.
Other research efforts:
With Dr. Ken Kovach, ERAU Adjunct Associate Professor and UM Lecturer, Mr. Richardson researched the use of business and corporate aviation by the Fortune 500 companies.
In addition to his four year scholarship at the USAF Academy, Mr. Richardson was a Distinguished Military Graduate, received the Wall Street Journal Award, and received a two-year East-West Center Scholarship for language, cultural studies and a masters degree in political science. Upon completion of his Master of Business Administration, he was elected to Beta Gamma Sigma, the National Business College Honorary Society. He also received an outstanding rating upon completion of Air War College.
